公安行业信息化应用解析
摘要
信息化不仅是经济和社会发展的大趋势,而且还是未来社会发展的
制高点。它关系到科技、经济、社会、文化、政治、军事和国家安全的
全局,信息化水平的高低已成为衡量一个国家现代化程度、综合国力
国际竟争力、经济增长能力的重要标准。从国家战略角度来看,行业信
息化,不仅体现在社会经济的增长方面,更重要的是构建高水平的国家
信息化战略体系。
历来学者研究信息化都非常注重对信息产业的研究,因为信息产业
是信息服务被广泛应用的集中体现,信息产业既是信息化的必要前提条
件,又是信息化水平的重要标尺。而电信业是电子信息产业的核心网络
和平台产业,在信崽化中发挥着重要的作用。电信业作为提供电子信息
传输平台、提供传输服务并直接向社会提供信息服务的部门,对信息的
开发、流通、应用等过程都施加了重要的影响。
本文从中国信息化发展战略概要方面着手,以国家信息化发展战略
为切入点,结合当前中国电信业转型背景,分析电信综合信息服务与移
动信息化发展的机遇融合。
电信运营商的业务已经拓展到了行业信息化架构体系的各个方面,
全面服务于行业信息化的需求。无论是内部的需求还是外部的要求,运
营商们现在需要做的就是考虑如何能在这一转型变化期,利用信息化贏
得商机?如何应对行业信息化中繁多的信息系统孤岛如何协同工作的
问题?以使其成为电信行业提供新业务、提供新服务、创造新的盈利模
式的转折点。
本文选取了公安行业作为代表,首先对其行业信息化结构进行分
析,介绍了公安行业信息化的历程和已经获得的成果,重点结合公安行
业自身对信息化需求的特点,提出了从内部、外部两方面需求入手分析
本文力图从公众的视角,来分析公安信息化应用情况以及大众对民用公
安信息系统的需求,即外部信息化的建设。针对目前公安系统在便民信
息系统上的不足住处,结合目前电信运营商的资源优势,提出了一系列
具有代表性的改进措施以及设计了创新的系统解决方案。

The Application Analysis of Industry Informatization
for Public Security
ABSTRACT
informatization is not only economic and social development trend, but
also the future development peak. It relates to technological, economic, social,
cultural, political, military and national security. Informatization has become a
important criterion for measuring a country's modernization level,
comprehensive national strength, international competitiveness and economic
growth capabilities. From the national strategic perspective, the information
technology industry is not only reflected in the socio-economic growth, and
more importantly a high level of national information systems strategy.
Scholars have always attaches great attention to the research of the
nformation industry, because the wide application of the information industry
is a concentrated in the information industry, the information industry is a
necessary precondition for the informatization, and also is an important
benchmark level as well. At the same time, the telecommunications industry is
the core networks and platforms of electronic information industry, and plays
an important role in the informatization. Telecommunications industry as a
platform for electronic transmission of information, provide transmission
services and information services directly to the social sector, exert a
significant impact on the development, circulation and the application of
information

informatization in china. In the background of the current restructuring of
telecommunications industry in china, It gives us a comprehensive analysis of
information services and mobile telecommunications opportunities in the
development of information technology integration.

system in the business information industry structure, serve the information
industry informatization needs comprehensively. Both internal and external
demands, what the operators needs to do now is to consider how to make use of
